From the speech of the President of the Republic of Kazakhstan Tokayev K.K. with representatives of international investment companies on December 3, 2021:

“A large-scale campaign is now underway on privatization of more than 700 state-owned enterprises in various sectors of the economy of Kazakhstan, including oil and gas, energy, infrastructure. We consider it preferable to place shares of the largest companies on national stock exchanges”.

From the speech of the President of the Republic of Kazakhstan Tokayev K.K. at the Forum of support of domestic entrepreneurs Samruk Business Forum on February 11, 2021:

There are three main principles of the denationalization policy:

First, privatization should exclude the emergence of private monopolists. Unfortunately, we have facts of inefficient privatization of key infrastructure facilities. Such facts of irrational privatization, which harm the economic interests of the state, should not be allowed again. This is the responsibility of the Government and the Fund.

Second - the sale of assets into private hands should help reduce the burden on the budget.

Third, privatization should have a concrete economic impact. The meaning of the privatization of any enterprise is to increase its efficiency, increase its contribution to the national economy.

From the speech of the President of the Republic of Kazakhstan Tokayev K.K. at the meeting of the Council for Governance of the Astana International Financial Center on June 27, 2022:

“Ordinary citizens of our country should be able to purchase shares of national companies and receive their dividends from investments. This is the way that the investment culture of the population is formed. Participation in the IPO should become available absolutely to all residents of Kazakhstan. For this purpose we need new digital solutions that eliminate paperwork and bureaucracy”.
